Although as settlement Odessa is much and much older, in 1794 it was officially founded under the name Odessa by Catherine the Great. Tsar Alexander in 1804 appointed the French immigrant Duke de Richelieu as a major of the city.
A year later he was appointed Governor of the region (oblast) and his influence in many directions became very big on the future of Odessa. The French sphere of many buildings in the City centre and the sycamores trees, together with cobble stones give a strong alikeness with Southern French provincial cities.
